After the Town of Scotts Hill incorporated in 1917, the town initiated a City Tax Rate. The Rate was 30 Cents, 10 Cents went to Schools and 20 Cents went to the Town for such things as streets, marshal and other city needs.
A City School board was installed that included, Henry Austin, A.L. Goff, John Austin, George Swift, Jodie Davidson, P.W. Holmes and J.S. Turner. The Town built the new 3-Room block building, to use after the college building became unrepairable after the tornado.
The City maintained buildings and paid staff with this tax money for the years they were active. They began its modern line of graduates and maintained an active register of classes starting in 1922.
By 1925, the State of Tennessee took over the education system across the State and management of schools were transferred to Decatur and Henderson County. A new 8-Room high school was completed in 1925, then the first State-funded four-year high school class graduated on March 29, 1929.
