HIGGINS, Joseph Carrigan, public official; born Coldwater, Tenn., May 13, 1872; Scotch-Irish descent; son of George W. and Susan (Carrigan) HIGGINS; father’s occupation lawyer and Judge; paternal grandparents Owen W. and Fannie (Stone) HIGGINS; maternal grandparents Hiram and Fannie (Randolph) CARRIGAN; in early life was newspaper editor; later became attorney at law; married Mary HILL Jan. 17, 1893; member Masons, K. of P., Odd Fellows and Elks; Democrat; former City Attorney; Judge of the Circuit Court of Tenn., 1902-1910; now Associate Justice of Court of Civil Appeals.
