in Montgomery County, Aug 20, 1870; son of Joel Newton and Mary (Shepherd)
Riggins. Extent of schooling not determined. Married first, in 1904, to
Myrtle Riggins, who died in 1911; second marriage, in 1926, to Excell Loggins;
five children, not clear by which marriage; were - Joel, Howell, John W.,
Marie, and Susan. Engaged in farming; one of organizers of Dark Fired Tobacco
Growers Assn.; member Farm Bureau; member county court and of county board
of education; elected secretary county Democratic Executive Committee,
1910. Ruling elder in Cumberland Presbyterian Church. Died at Clarksville,
Montgomery County, Sep 29, 1954; buried in Liberty Cemetery, Montgomery
