HOUSE, 49th General Assembly, 1895-97; representing Montgomery County; Democrat. Born in Montgomery County June 11, 1845; son of Henry Lewis and Wilmoth (Boyd) Bailey. Attended Stewart College, Clarksville, Montgomery County. Married first Feb. 13, 1868, to Alice McKoin, daughter of J. C. McKoin; she died Jan. 22, 1869; second marriage Feb. 22, 1880, to Virginia S. Macrae, daughter of "Brily" Washington and Alice (Miller) Macrae; children – Alfred Robb, Charles Henry, Jr., Stewart Macrae, and Alice. Deputy circuit court clerk; recorder for city of Clarksville 1884-1903. In Confederate Army; enlisted as pvt. in Co. A, 49th Tenn. Inf., promoted to sgt.; captured in Battle of Franklin Nov. 30, 1864; sent as prisoner of war to Camp Douglas, Ill.; paroled and transferred to Point Lookout, MD., Mar. 23, 1865; took oath of allegiance at Point Lookout June 12, 1865. Member Presbyterian Church; Free and Accepted Masons; Knights of Pythias; Independent Order of Odd Fellows; Benevolent and Protective Order of Elks; Forbes Bivouac United Confederate Veterans. Died at Clarksville Dec. 3, 1903; buried in Greenwood Cemetery. Nephew of James Edmund Baily, sometime member Tenn. General Assembly.
