There is an obvious connection between the county and the Carter family, since the county was named in tribute to Landon Carter.

For example, John S. Goff’s scholarly article, “Colonel James P. T. Carter of Carter County,” was published in the Tennessee Historical Quarterly [Winter, 1967 — volume 26, number 4, pages 372-382; available via JSTOR database]. This monograph contains a well-documented history of the pioneer family’s settlement in Carter County.
