PHILLIPS, Noah J.<\/strong>, public official; born near Taylorsville, N. C., May 13, 1887; German descent; son of Elijah and Michael (Baumgarner) PHILLIPS<\/strong>; father’s occupation farmer and cooper; and at Fall Branch, Tenn., Seminary; early in life engaged in farming; taught school about ten years before, during and after Civil war; exempted by two acts of Confederate congress from military service; was postmaster at Fall Branch, Tenn., for two years; removed to Blountville 1868 and was one time register of deeds, Sullivan Co., Tenn.; as County Court Clerk 1869-1870; was one time Mayor of Blountville; was editor and publisher of a weekly newspaper from 1879 to 1884, \u201cThe Central Star\u201d; was appointed Clerk and Master Chancery Court for Sullivan Co., Tenn., in 1870; was succeeded by Will H. FAIN;\u00a0<\/strong>1882; became Deputy of Mr. FAIN and his successor, A. F. MARTIN<\/strong>; served as Deputy Clerk and Master until 1892, when he was appointed Clerk and Master, re-appointed in 1898 and again in 1901, and is the present incumbent; married twice, first Ellen H. MULLENIX<\/strong> Oct. 26, 1860, second Rebecca C.
