"...9th day of Dec 1853 at the Austins School House..to hold the inquest into the mental condition of Mary Bell..determine in the verdict ? she is an idiot lunatic or person of unsound mind and what lands or chattel she may hold or ? if of insane mind...to the best of their judgment to wit... Robert Payne age 70 who being sworn...that I have known Mary Bell previous to the last 10 years... while they lived on the other side of the ridge, they then moved on this side and I have not been much acquainted with her since. I did not think she could hear thu do not know whether she had been so from her birth or not. I was at her fathers a good many times. we were close neighbors. I do not think her mental condition was such that she was capable of managing her affairs them. My opinion was that she was either an idiot a lunatic or person of unsound mind...she lived ? the family of her father I suppose was taking care of her..? mental defection appeared to be hereditary in several of the family. she was then grown. They were married 1 Jan 1827 in Davidson Co. TN. Zachariah and Rebecca are listed in the Sumner Co. TN census in 1830, 1840, 1860 with children and Elizabeth Lee (possible the mother of Rebecca Lee). In 1860, only the youngest 3 children are listed. Son William T. and his wife Mary Frances Bell live next to them. By the 1870 Census Zachariah is not listed but Rebecca is.
