The above Sleeprock was likely the Steep Rock of the 1749 survey, but neither name has been located elsewhere in this source. That COOLEY'S land was near the state line is documented by Matthew HARVEY'S 1795 survey:

According to Calloway, The Sapling Grove tract, when surveyed and sold to Colonel James PATTON in 1749 for fifty dollars, consisted of 1,946 acres. Later, the title was acquired by John BUCHANAN from executors of PATTON's estate. About 1768 General SHELBY and Isaac BAKER bought the 1,946-acre Sapling Grove." ("America's First Western Frontier: East Tennessee," by Brenda C. Calloway, Overmountain Press, Johnson City, TN, 1989, p. 74)
"As early as 1748, Colonel James PATTON purchased from Virginia for $50 a grant of land comprising 200,000 [20,000?] acres in the upper Holston Valley (the original present-day Bristol tract). This area, known as Sapling Grove (eventually acquired by Evan SHELBY) was first surveyed by John TAYLOE, Jr. in 1749-- the record is in the surveyor's book of Augusta County, Virginia. (ibid., p. 70).
No references to Shelby's Fort have been located yet, but there is one mention of a "Blockhouse," one of a "blockhouse road" and one of a "blockhouse" branch, that all appear to refer to Shelby's:

Purpose: To amicably adjust disputes of many years concerning sundry entrys and tracts of land laying on Beaver Creek below the sapling grove tract and above the land formerly owned by Julius HACKER. Adjustment: Was made by disputants having agreed to convey to each other certain parts of the disputed land. Description of Land: Henery HARKELROAD for the consideration of 400 ac. of land transferred to him by the sd. Isaac SHELBY, having relinquished to him certain parts of the saiddisputed lands by deed bearing date with those presents "All that tract or parcel of the sd. disputed land laying on both sides of Beaver Creek." John, Julius HACKER, Sr., Martin HARTLEROAD [sic] and Julius HACKER are listed adjacent and in that order on the 1796 Sullivan Co, TN tax list. Henry HARTLEROAD precedes them, with only Thomas HUGHES listed between.
No AIKEN, AKEN, EAKEN, etc. appear on that list and only three references have been located thus far in Washington survey records:

Kathren aka Keelring's fork of Cove Creek was actually Ketring Fork and later in Russell Co, VA near the Washington County line.
Anthony HEAD was probably deceased by 1782 when Mary HEAD's name appears on the Washington Co, VA tax list of Capt. FULKISON [Fulkerson?]. Administration of his estate was awarded to Mary on 15 Aug 1786, L200 bond, James THOMPSON and John LATHAM Securities. Mary HEAD appears on the 1787 Russell Co, VA tax list, but on 4 Sep 1787, Isaac BAKER of Sullivan County, North Carolina made "settlement in contemplation of marriage" to Mary HEAD of Washington County under which Isaac BAKER agreed to convey his intended wife one-third of his real and personal property; mentions her son, Gavin HEAD (born pre-1785 per the 1810 Russell Co, VA census) and a second Anthony HEAD who may have also been a son (Washington DB1:70). Isaac BAKER and Evan SHELBY had the Sapling Grove tract. The 1806 Washington Co, VA personal property tax list includes:

William and Mary named a son, Nathaniel (born ca1811 in KY).
