The Committee met at the court house in Bolivar, in pursuance of call of Chairman on April 29, 1886, with following members present, C. H. ANDERSON – Chairman, A. J. COATES – Secretary, R. W. SMITH, R. N. MITCHELL, W. D. HANKINS, and C. A. MILLER, members F. M. McGLATHERY and S. H. CLINTON were absent. J. W. WILSON was represented by proxy and by the Chairman. On motion of C. A. MILLER, a convention of the Democracy of Hardeman County, was called for May 29, 1886.
A. J. COATES, Esq. tendered his resignation as Secretary of the Committee alleging his candidacy for Attorney General as a reason for same. The committee reluctantly accepted same after voting thanks to Mr. COATES for his efficiency as secretary. On motion of R. W. SMITH, Esq., C. A. MILLER was elected secretary in place of COATES, resigned. – signed C. H. ANDERSON, Chairman and C. A. MILLER, Secretary.

Synopsis of the Proceedings of the County Court

John H. BILLS, chairman.

A. H. ROSE and J. B. FAWCETT quorum justices.

The following is a synopsis of business transacted in the County Court of Hardeman at its January term, 1868.

The Chairman presented his annual report, which was read and approved.

An election for Chairman and Quorum Justices for the year 1868 was held, which resulted in the election of J. H. BILLS, Chairman, and A. H. ROSE and J. B. FAWCETT Quorum Justices.

Settlement with County Trustee, 1867, was presented and approved.

Receipts from County Trustee to the Clerk County Court for revenue collected on privileges, for year 1867, were presented, approved and ordered to be recorded.

Ordered that the Chairman receive for his services for the year 1868 the sum of $3.50 per day holding court, and $150 per year as financial agent, and that the Quorum Justices receive $3 per day each holding court.

Order appropriating to sundry persons for accounts against the county, amounting to $455.81.

The Poor House Commissioners reported a contract with Abner LAMBERT for keeping, feeding and clothing paupers sent him during year 1868, for $100 each, which was approved, and ordered that the house of said LAMBERT is hereafter to be held the poor house of the county for such paupers as the commissioners cannot find homes for less.

Ordered that the following taxes be levied on property, polls and privileges for county purposes for year 1868:

On each $100 work of taxable property, 12-1/2 cents.

On each free poll, 50 cents.

On each merchant, druggist, peddler, jeweler, confectioner or tippling house, $25.

On each circus, show or concert, for profit, each day $25.

On each foreign insurance company having an agency in Hardeman county, $25.

Also that a special tax for building new court house be levied as follows:

On each $100 worth of taxable property, 12-1/2 cents.

On each free poll, 75 cents.

On each merchant, druggist, peddler, grocer, jeweler, confectioner and tippling house, $12.50.

On each circus, show or concert, for profit, each day $12.50.

On each foreign insurance company having an agency in the county, $12.50.

Ordered that the south boundary line of District No. 6 be so changed as to include the present residence of John B. RUFFIN, whose house is immediately south of said line.

Sudden Death
E. A. RANDOLPH, who has been superintending the mills of C. H. ANDERSON, Esq., on Spring Creek, was taken suddenly ill last Thursday evening, and died the following night. He leaves a family and many friends to mourn hi taking off.

The following is a synopsis of business transacted in the County Court of Hardeman at its October term, 1867.

Order appropriating to sundry persons for accounts against the county, amounting to $474.32.

C. H. ANDERSON elected Register, to fill the vacancy occasioned by the resignation of B. P. ANDERSON.

J. F. MCALISTER, constable elect in District No. 10, gave bond and was qualified.

W. S. CARSON, constable elect in District No. 11, gave bond and was qualified.

James E. AIKEN, deputy sheriff, appointed by W. W. MCCARLY, sheriff, appeared and was duly qualified.

Ordered that the Court ask and memorialize the General Assembly of the State of Tennessee to pass such as act as may be necessary, authorizing the county of Hardeman to issue bonds, payable at one, two and three years, with interest payable at intervals, in amounts to suit the Court House contract, and produce a fund to pay the same when the work is completed.

Ordered that the Poor House Commissioners contract with Abner LAMBERT for the taking care of all the paupers of the county, and report to the January term, 1868.

Last Thursday evening a number of gentlemen met in the counting room of Fleming Ussery & Co., and after mature deliberation, came to the unanimous conclusion that the Hardeman county auxiliary society to the Tennessee orphan asylum could be greatly aided in their work of charity by holding a grand tournament here during the coming fall season; consequently an organization, in part, was perfected, and the ball set in motion. The following gentlemen compose the list of officers so far chosen or appointed: Col. M. T. POLK, president; Capt. A. T. MCNEAL, secretary and treasurer; M. R. PARISH, G. M. DUGAN, N. E. HUGHES, assistant marshalls; judges are Gen. N. B. FORREST, Memphis; Gen. W. H. JACKSON, Jackson; C. H. ANDERSON, J. J. POLK, Col. James COLEMAN, Memphis, W. W. MCCARLEY, Dr. J. S. BURFORD.

The Lock as is a Lock –

It is not often that we have to chronicle the misdeeds of evil doers in Hardeman, simply because an item of this kind seldom occurs, but now we have got hold of a “live local” event – one that smacks of “the city style.” It is this: Several days ago a squad of well-dressed, oily-tongued, good-looking men arrived at the delectable “city” of Grand Junction, and readily worked their way into a position not to be envied by those who “earn their living by the sweat of the brow.” They were “sharpers” of the true type – discovered an opening and immediately set about “raising the wind.”

Approaching an “unsophisticated gentleman” from the country who had more money than brains, one of the party exhibited to his gaze a very simple looking padlock, and proposed to be a small sum of money that it could not be unlocked; the bet was made to the tune of $460. Quick as thought another lock – a dead-lock, we should say, because it was cast as solid as iron could make it – was produced, and the one first exhibited spirited out of sight. “Greeny” lost his money, and the party retired to a private spot to divide the spoils of their first (?) exploit in Grand Junction.

Subsequently the “game” was tried again, but luckily for the cause of justice, miscarried. This led to inquiries, and our efficient sheriff, W. W. MCCARLEY, being on the ground, forthwith “set his triggers” for the capture of the “birds,” who as might be expected, made themselves remarkably scarce. However, through the valuable aid of Mr. James R. RUFFIN, a citizen of the place, one of the “chucks,” answering to the name of W. H. TODD, and who claims to be a resident of Cincinnati, was arrested, and after having a hearing before C. H. ANDERSON, Esq., was lodged in jail at this place, to answer charges before the Circuit Court.

Accused is a prepossessing looking individual, and, if guilty of the charges preferred against him, certainly belies his appearance. We have heard that it is not an unfrequent thing for “sharpers” to visit Grand Junction, and are unable to answer the universal query, “why are arrests not more often made?” We hope our sheriff will appoint a special deputy for that locality, as it is useless to expect civilians to arrest offenders of the class spoken of.
