Campbell County WPA Free Lunch Program 1935 - 1940 pictures donated by Brandi Hargroves   The Work Projects Administration (WPA) was created in 1935 to alleviate America's high unemployment rate by providing employment on public works projects. Work in the school lunch program was part of the WPA Community Service Division, providing gainful employment for women. By March 1941, WPA school lunch programs operated in all states, the District of Columbia and Puerto Rico. Pictures were taken by Frank Gracey Jarrell, (Brandi's great grandfather), who worked for the WPA during the Depression. He was born Sept. 19, 1896 in Clarksville, Montgomery Co., TN and died Mar. 21, 1975 in Joelton, Davidson Co., TN. He also worked as the VA hospital in Nashville, and the Post Office.
