The Norris Library is a community-service level library that offers public-access computers with high-speed internet access, free Wi-Fi during operating hours, a scanner, and copy, printing and fax services.  The library does not have a genealogy and local history collection, but does hold several miscellaneous volumes of local records, such as a cemetery survey and funeral home records.  In addition it holds a few general volumes on the Tennessee Valley Authority, the federal agency that built Norris Dam and the Town of Norris.

The Norris Museum is located in the same building as the library and among its holdings is an archive of photographs of the area made by TVA photographers before, during and after the building of the dam and town.
